CPAC Chairman Matt Schlapp filed a complaint with the Wisconsin Elections Commission, citing evidence of ballot harvesting being committed in plain sight. Schlapp claimed he had photogenic evidence and an eye witness who saw alleged ballot-stuffing outside Milwaukee City Hall.
